Why did Daniel keep praying at the window?
Daniel's enemies knew exactly where to find him: at an open window facing Jerusalem, on his knees, giving thanks three times a day. A decree made that prayer illegal, and Daniel did not change his habit. The lions' den became the place where a faithful God was publicly vindicated.

What the Scripture says
A habit, not an emergency
Daniel's windows were open toward Jerusalem, and he knelt three times a day to pray and give thanks, 'as he did before.' That last phrase is the whole point: nothing in the story is improvised. His enemies could build a trap around him precisely because his devotion was predictable.
When Daniel knew that the writing was signed, he went into his house (now his windows were open in his room toward Jerusalem) and he kneeled on his knees three times a day, and prayed, and gave thanks before his God, as he did before. Now when Daniel knew that the writing was signed, he went into his house; and his windows being open in his chamber toward Jerusalem, he kneeled upon his knees three times a day, and prayed, and gave thanks before his God, as he did aforetime.
The trap and the choice
The administrators can find no fault in Daniel's work, so they come at his God: they persuade the king to sign a decree that no one may petition any god or man but the king for thirty days. Daniel knows the writing is signed, and he goes home and prays anyway. He does not seek a confrontation, and he does not hide from one either.
Then the presidents and the satraps sought to find occasion against Daniel as touching the kingdom; but they could find no occasion nor fault, because he was faithful, neither was there any error or fault found in him. Then these men said, We shall not find any occasion against this Daniel, except we find it against him concerning the law of his God. Then these presidents and satraps assembled together to the king, and said thus to him, King Darius, live forever. All the presidents of the kingdom, the deputies and the satraps, the counselors and the governors, have consulted together to establish a royal statute, and to make a strong decree, that whoever shall ask a petition of any god or man for thirty days, except of you, O king, he shall be cast into the den of lions. Now, O king, establish the decree, and sign the writing, that it not be changed, according to the law of the Medes and Persians, which doesn’t alter. Therefore king Darius signed the writing and the decree. When Daniel knew that the writing was signed, he went into his house (now his windows were open in his room toward Jerusalem) and he kneeled on his knees three times a day, and prayed, and gave thanks before his God, as he did before. Then the presidents and princes sought to find occasion against Daniel concerning the kingdom; but they could find none occasion nor fault; forasmuch as he was faithful, neither was there any error or fault found in him. Then said these men, We shall not find any occasion against this Daniel, except we find it against him concerning the law of his God. Then these presidents and princes assembled together to the king, and said thus unto him, King Darius, live for ever. All the presidents of the kingdom, the governors, and the princes, the counsellors, and the captains, have consulted together to establish a royal statute, and to make a firm decree, that whosoever shall ask a petition of any God or man for thirty days, save of thee, O king, he shall be cast into the den of lions. Now, O king, establish the decree, and sign the writing, that it be not changed, according to the law of the Medes and Persians, which altereth not. Wherefore king Darius signed the writing and the decree. Now when Daniel knew that the writing was signed, he went into his house; and his windows being open in his chamber toward Jerusalem, he kneeled upon his knees three times a day, and prayed, and gave thanks before his God, as he did aforetime.
The mouths of the lions shut
The king is distressed and works to deliver him, but the law of the Medes and Persians cannot be changed. A stone is laid on the mouth of the den and sealed. In the morning Daniel tells the king that God sent His angel and shut the lions' mouths, and that no kind of harm was found on him 'because he had trusted in his God.'
Then the king, when he heard these words, was very displeased, and set his heart on Daniel to deliver him; and he labored until the going down of the sun to rescue him. Then these men assembled together to the king, and said to the king, Know, O king, that it is a law of the Medes and Persians, that no decree nor statute which the king establishes may be changed. Then the king commanded, and they brought Daniel, and cast him into the den of lions. The king spoke and said to Daniel, Your God whom you serve continually, he will deliver you. A stone was brought, and laid on the mouth of the den; and the king sealed it with his own signet, and with the signet of his lords; that nothing might be changed concerning Daniel. Then the king went to his palace, and passed the night fasting; neither were instruments of music brought before him: and his sleep fled from him. Then the king arose very early in the morning, and went in haste to the den of lions. When he came near to the den to Daniel, he cried with a lamentable voice; the king spoke and said to Daniel, Daniel, servant of the living God, is your God, whom you serve continually, able to deliver you from the lions? Then Daniel said to the king, O king, live forever. My God has sent his angel, and has shut the lions’ mouths, and they have not hurt me; because as before him innocence was found in me; and also before you, O king, have I done no hurt. Then was the king exceeding glad, and commanded that they should take Daniel up out of the den. So Daniel was taken up out of the den, and no kind of harm was found on him, because he had trusted in his God.Then the king, when he heard these words, was sore displeased with himself, and set his heart on Daniel to deliver him: and he laboured till the going down of the sun to deliver him. Then these men assembled unto the king, and said unto the king, Know, O king, that the law of the Medes and Persians is, That no decree nor statute which the king establisheth may be changed. Then the king commanded, and they brought Daniel, and cast him into the den of lions. Now the king spake and said unto Daniel, Thy God whom thou servest continually, he will deliver thee. And a stone was brought, and laid upon the mouth of the den; and the king sealed it with his own signet, and with the signet of his lords; that the purpose might not be changed concerning Daniel. Then the king went to his palace, and passed the night fasting: neither were instruments of musick brought before him: and his sleep went from him. Then the king arose very early in the morning, and went in haste unto the den of lions. And when he came to the den, he cried with a lamentable voice unto Daniel: and the king spake and said to Daniel, O Daniel, servant of the living God, is thy God, whom thou servest continually, able to deliver thee from the lions? Then said Daniel unto the king, O king, live for ever. My God hath sent his angel, and hath shut the lions’ mouths, that they have not hurt me: forasmuch as before him innocency was found in me; and also before thee, O king, have I done no hurt. Then was the king exceeding glad for him, and commanded that they should take Daniel up out of the den. So Daniel was taken up out of the den, and no manner of hurt was found upon him, because he believed in his God.
Prayer that keeps going
Jesus tells a parable about a widow who keeps coming to an unjust judge, and Luke tells us the point: that His disciples must always pray and not give up. Paul tells the church to pray at all times in the Spirit with all perseverance. Daniel's three times a day is one shape of that perseverance, and Hebrews files it under faith: his is one of the men who stopped the mouths of lions.
He also spoke a parable to them that they must always pray, and not give up, saying, “There was a judge in a certain city who didn’t fear God, and didn’t respect man. A widow was in that city, and she often came to him, saying, ‘Defend me from my adversary!’ He wouldn’t for a while, but afterward he said to himself, ‘Though I neither fear God, nor respect man, yet because this widow bothers me, I will defend her, or else she will wear me out by her continual coming.’” The Lord said, “Listen to what the unrighteous judge says. Won’t God avenge his chosen ones, who are crying out to him day and night, and yet he exercises patience with them? I tell you that he will avenge them quickly. Nevertheless, when the Son of Man comes, will he find faith on the earth?”And he spake a parable unto them to this end, that men ought always to pray, and not to faint; Saying, There was in a city a judge, which feared not God, neither regarded man: And there was a widow in that city; and she came unto him, saying, Avenge me of mine adversary. And he would not for a while: but afterward he said within himself, Though I fear not God, nor regard man; Yet because this widow troubleth me, I will avenge her, lest by her continual coming she weary me. And the Lord said, Hear what the unjust judge saith. And shall not God avenge his own elect, which cry day and night unto him, though he bear long with them? I tell you that he will avenge them speedily. Nevertheless when the Son of man cometh, shall he find faith on the earth?
