Can these bones live?
Ezekiel is set down in a valley full of very dry bones and asked whether they can live. He prophesies twice: the bones come together, and then breath enters them. It is a picture of exiled Israel raised out of its grave, and of the Spirit who raises the dead.

What the Scripture says
A valley of very dry bones, and a question
The hand of Yahweh sets Ezekiel down in a valley full of bones, and the text adds that they were very dry. Then God asks the prophet a question he cannot answer: 'can these bones live?' Ezekiel's reply is the right one: 'Lord Yahweh, you know.' The vision begins with an honest admission of impossibility, not with optimism.
The hand of Yahweh was on me, and he brought me out in the Spirit of Yahweh, and set me down in the midst of the valley; and it was full of bones. He caused me to pass by them all around: and behold, there were very many in the open valley; and behold, they were very dry. He said to me, Son of man, can these bones live? I answered, Lord Yahweh, you know. The hand of the Lord was upon me, and carried me out in the spirit of the Lord, and set me down in the midst of the valley which was full of bones, And caused me to pass by them round about: and, behold, there were very many in the open valley; and, lo, they were very dry. And he said unto me, Son of man, can these bones live? And I answered, O Lord God, thou knowest.
The word comes first, then the breath
Ezekiel is told to prophesy over the bones, and as he speaks there is a noise and a shaking, and the bones come together. Sinews, flesh, and skin cover them, but there is no breath in them yet. Only then does God say, 'I will put my Spirit in you, and you shall live.' Structure comes by the word; life comes by the Spirit, and both are His gift.
Again he said to me, Prophesy over these bones, and tell them, you dry bones, hear Yahweh’s word. Thus says the Lord Yahweh to these bones: Behold, I will cause breath to enter into you, and you shall live. I will lay sinews on you, and will bring up flesh on you, and cover you with skin, and put breath in you, and you shall live; and you shall know that I am Yahweh. So I prophesied as I was commanded: and as I prophesied, there was a noise, and behold, an earthquake; and the bones came together, bone to its bone. I saw, and, behold, there were sinews on them, and flesh came up, and skin covered them above; but there was no breath in them.Again he said unto me, Prophesy upon these bones, and say unto them, O ye dry bones, hear the word of the Lord. Thus saith the Lord God unto these bones; Behold, I will cause breath to enter into you, and ye shall live: And I will lay sinews upon you, and will bring up flesh upon you, and cover you with skin, and put breath in you, and ye shall live; and ye shall know that I am the Lord. So I prophesied as I was commanded: and as I prophesied, there was a noise, and behold a shaking, and the bones came together, bone to his bone. And when I beheld, lo, the sinews and the flesh came up upon them, and the skin covered them above: but there was no breath in them.
I will put my Spirit in you, and you shall live, and I will place you in your own land: and you shall know that I, Yahweh, have spoken it and performed it, says Yahweh. And shall put my spirit in you, and ye shall live, and I shall place you in your own land: then shall ye know that I the Lord have spoken it, and performed it, saith the Lord.
The bones are the house of Israel
God does not leave the picture unexplained. The bones are the whole house of Israel saying, 'Our bones are dried up, and our hope is lost.' The promise answers that despair directly: 'I will open your graves, and cause you to come up out of your graves, my people', and bring them into their own land. A people who called themselves finished are told that God is not finished.
Then he said to me, Son of man, these bones are the whole house of Israel: behold, they say, Our bones are dried up, and our hope is lost; we are clean cut off. Therefore prophesy, and tell them, Thus says the Lord Yahweh: Behold, I will open your graves, and cause you to come up out of your graves, my people; and I will bring you into the land of Israel. You shall know that I am Yahweh, when I have opened your graves, and caused you to come up out of your graves, my people. I will put my Spirit in you, and you shall live, and I will place you in your own land: and you shall know that I, Yahweh, have spoken it and performed it, says Yahweh. Then he said unto me, Son of man, these bones are the whole house of Israel: behold, they say, Our bones are dried, and our hope is lost: we are cut off for our parts. Therefore prophesy and say unto them, Thus saith the Lord God; Behold, O my people, I will open your graves, and cause you to come up out of your graves, and bring you into the land of Israel. And ye shall know that I am the Lord, when I have opened your graves, O my people, and brought you up out of your graves, And shall put my spirit in you, and ye shall live, and I shall place you in your own land: then shall ye know that I the Lord have spoken it, and performed it, saith the Lord.
Two sticks, one nation, one shepherd
The second half of the chapter joins two sticks into one, and promises one nation under one king: 'My servant David shall be king over them; and they all shall have one shepherd.' God makes an everlasting covenant of peace, sets His sanctuary among them, and says He will be their God and they will be His people. A scattered people is given a single future.
Say to them, Thus says the Lord Yahweh: Behold, I will take the children of Israel from among the nations, where they are gone, and will gather them on every side, and bring them into their own land: and I will make them one nation in the land, on the mountains of Israel; and one king shall be king to them all; and they shall be no more two nations, neither shall they be divided into two kingdoms any more at all; neither shall they defile themselves any more with their idols, nor with their detestable things, nor with any of their transgressions; but I will save them out of all their dwelling places, in which they have sinned, and will cleanse them: so shall they be my people, and I will be their God. My servant David shall be king over them; and they all shall have one shepherd: they shall also walk in my ordinances, and observe my statutes, and do them. They shall dwell in the land that I have given to Jacob my servant, in which your fathers lived; and they shall dwell therein, they, and their children, and their children’s children, forever: and David my servant shall be their prince for ever. Moreover I will make a covenant of peace with them; it shall be an everlasting covenant with them; and I will place them, and multiply them, and will set my sanctuary in their midst forever more. My tent also shall be with them; and I will be their God, and they shall be my people. And say unto them, Thus saith the Lord God; Behold, I will take the children of Israel from among the heathen, whither they be gone, and will gather them on every side, and bring them into their own land: And I will make them one nation in the land upon the mountains of Israel; and one king shall be king to them all: and they shall be no more two nations, neither shall they be divided into two kingdoms any more at all: Neither shall they defile themselves any more with their idols, nor with their detestable things, nor with any of their transgressions: but I will save them out of all their dwellingplaces, wherein they have sinned, and will cleanse them: so shall they be my people, and I will be their God. And David my servant shall be king over them; and they all shall have one shepherd: they shall also walk in my judgments, and observe my statutes, and do them. And they shall dwell in the land that I have given unto Jacob my servant, wherein your fathers have dwelt; and they shall dwell therein, even they, and their children, and their children’s children for ever: and my servant David shall be their prince for ever. Moreover I will make a covenant of peace with them; it shall be an everlasting covenant with them: and I will place them, and multiply them, and will set my sanctuary in the midst of them for evermore. My tabernacle also shall be with them: yea, I will be their God, and they shall be my people.
The resurrection behind the picture
The image reaches further than the return from exile. Jesus says the hour is coming when all who are in the tombs will hear His voice and come out. Romans says the Spirit who raised Jesus from the dead will give life to our mortal bodies. And Paul describes salvation itself in the valley's language: we were dead in trespasses, and God made us alive together with Christ.
Don’t marvel at this, for the hour comes, in which all that are in the tombs will hear his voice, and will come out; those who have done good, to the resurrection of life; and those who have done evil, to the resurrection of judgment.Marvel not at this: for the hour is coming, in the which all that are in the graves shall hear his voice, And shall come forth; they that have done good, unto the resurrection of life; and they that have done evil, unto the resurrection of damnation.
But if the Spirit of him who raised up Jesus from the dead dwells in you, he who raised up Christ Jesus from the dead will also give life to your mortal bodies through his Spirit who dwells in you.But if the Spirit of him that raised up Jesus from the dead dwell in you, he that raised up Christ from the dead shall also quicken your mortal bodies by his Spirit that dwelleth in you.
You were made alive when you were dead in transgressions and sins, in which you once walked according to the course of this world, according to the prince of the power of the air, the spirit who now works in the children of disobedience; among whom we also all once lived in the lust of our flesh, doing the desires of the flesh and of the mind, and were by nature children of wrath, even as the rest. But God, being rich in mercy, for his great love with which he loved us, even when we were dead through our trespasses, made us alive together with Christ (by grace you have been saved),And you hath he quickened, who were dead in trespasses and sins; Wherein in time past ye walked according to the course of this world, according to the prince of the power of the air, the spirit that now worketh in the children of disobedience: Among whom also we all had our conversation in times past in the lusts of our flesh, fulfilling the desires of the flesh and of the mind; and were by nature the children of wrath, even as others. But God, who is rich in mercy, for his great love wherewith he loved us, Even when we were dead in sins, hath quickened us together with Christ, (by grace ye are saved;)
